SEPA's Position
Scotland has not, to date, adopted the Compost Quality Protocol. However, in this country, compost derived from composting processes that comply with PAS 100’s requirements may in some circumstances be considered fully recovered by the regulator.
See the Scottish Environment Protection Agency’s position statement here.
Compost Quality Protocol
Compost Quality Protocol
Any compost producer who supplies compost for use in Wales, and Northern Ireland as a ‘product’ must demonstrate compliance with the Compost Quality Protocol (CQP). The CQP sets out the end of waste criteria for the production and use of quality outputs from composting of source-segregated biodegradable waste.

Compost Resource Framework
Any compost producer who supplies compost for use in England as a ‘product’ must demonstrate compliance with the Compost Resource Framework (CRF). The CRF sets out the end-of-waste criteria for the production, storage, and use of quality outputs from composting of source-segregated biodegradable waste.
